Press Statement

As President of a Commonwealth country’s Medical Association, I express deep concern regarding the recently passed bill prioritising domestically trained candidates for entry into UK medical training posts.

While we recognise the importance of strengthening the local workforce, we must also acknowledge the NHS’s longstanding reliance on international medical graduates (IMGs), whose contributions have been indispensable. Past restrictive policies have shown that limiting access for IMGs risks leaving training posts unfilled, worsening workforce shortages, and increasing pressure on an already stretched system.

We are particularly concerned about the uncertainty facing IMGs already in the UK, as well as those who have successfully passed PLAB and are actively integrating into the workforce.

Additionally, ambiguities within the bill—such as the definition of “significant experience”—raise serious concerns about fair implementation.

The NHS is a global institution. Its strength lies in diversity, inclusivity, and the talent it attracts from around the world.

We urge policymakers to engage meaningfully with stakeholders to ensure workforce planning remains fair, practical, and sustainable.

Key priorities should include:

  • Clear transitional arrangements for IMGs already in the UK
  • Transparent, standardised eligibility criteria
  • Robust workforce impact assessments
  • Continued recognition of the vital role of international graduates
